Delivers this month's committee commitment (v2.2 catalog page + release note surfacing) and the derived-changelog design from the governance review:

  • catalog-efile-v2_2: built from a fresh bucket inventory (1,794 files, TY2009-2024), opens with an additive-only release callout, links the release note / release-notes page / retained v2.1 catalog.
  • release-notes page: rendered from nccs-contracts/governance/release-notes/*.md via catalogs/get-release-notes.R (same pre-fetch pattern as get-aws-files.R). Single authoring location, no drift surface: the page states it is generated and never hand-edited.

Refresh procedure addition for catalogs/README: run get-release-notes.R alongside the manifest refresh before rendering.

  pattern), fresh S3 inventory (1,794 files incl. TY2024), and a
  release callout: additive-only build, no revisions to previously

  page, and the retained v2.1 catalog.
- release-notes.qmd/.html + get-release-notes.R: the data release
  notes page, GENERATED from nccs-contracts/governance/release-notes/
  (the single authoring location) at render time - never hand-edited.
  Implements governance decisions-pending #4 with zero new authoring
  surface.
- Refreshed e-file S3 manifest (get-aws-files.R efile).
