Allow differing delays and launch count limits for Mindful Launch per app.

E.g. I want a 20 second delay to launch Whatsapp, so I don't just open it on a whim but can still reply to messages quite quickly, but I want a several min delay for my browser so I truly only use it when I actually need to.
