Bump CodeQL init with analyze

This bumps only analyze while the earlier Initialize CodeQL step still uses github/codeql-action/init@99df26d4f13ea111d4ec1a7dddef6063f76b97e9 (v4.37.0). CodeQL v4.37.7's workflow validator explicitly checks that all github/codeql-action steps use the same ref (source), and analyze refuses to load the init-generated config when its embedded version differs from getActionVersion() (source). With this split, every scheduled/PR CodeQL job will fail after init instead of uploading security results; bump init to the same v4.37.7 SHA in this workflow.
