fix(ci): point PR workflow to image-builder.yaml#6

pull-request.yaml referenced the non-existent app-builder.yaml and passed `app:` instead of the expected `image:` input. Update the workflow reference, input name, and permissions to match what image-builder.yaml requires. Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
