Test plan

Adds test cases in same fashion as rest of linters, including sarif tests.
Tested with "aspect lint" command.

hey! any update on this ? we're trying to use taplo to format and lint our Cargo.toml files but have to resort to a manual download and custom bazel scripts to get it working. would be nice to have it come off the shelf from aspect build.
