bazel-lib's assert_contains resolves its data files via relative rootpaths, which requires a materialized runfiles tree — not created on Windows by default. The upstream rlocation-based fix is only on bazel-lib main, unreleased as of 2.22.5. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
