Adds a config environment for deploying Azimuth in devstack and a script to set up a compatible devstack environment.
Current status:
Azimuth deployment works but cannot create platforms because (I think) the Azimuth API makes some assumptions which are violated in devstack about the way in which the OpenStack service URLs are constructed. Needs more investigation.
