This pull request improves the 'Project and community' section in the Netplan documentation. As a beginner, I noticed that the support links lacked guidance for new users. I have added: 1. A reminder to use the 'netplan' tag on Ask Ubuntu for faster support. 2. A note about time-zones for the IRC chat to set realistic expectations for response times. These changes aim to improve the onboarding experience for new community members.
