Add a GA job which runs `chapel-quickstart-fresh.sh` and `chapel-default-fresh.sh` (for LLVM-enabled configs) on all current Apptainer portability testing configs. Introduces a supporting job `define-portability-test-configs` which generates the current list of Apptainer configs from the contents of `util/devel/test/portability/apptainer/current`. It does the same for Vagrant, which is currently unused but we may add in the future (chapel-lang#29173). [reviewed by @jabraham17 , thanks!]
