When adding a new virtual network interface (bond,bridge,vpn) don't activate it directly but allow a system administrator to configure it.

This behaviour is similar to what GNOME does when adding new network interfaces.

networkmanager: Don't activate virtual network interfaces by default

To allow system administrators to fully configure the interfaces before activating them (such as VLAN), network interfaces are now disabled by default.

In Testing Farm the Add Team button is not shown so first wait for the
page to load then wait on the team button to load.
