mirの基本操作追加

mirの基本操作まとめました。
mapとか演算系やnorm計算とかのコンテンツ不足感はありますが、一旦素案としては出せる内容揃えたつもりなのでマージしたいです。

あとBLASの依存関係を一般には除外すべきかと思われるのと、CIでは対象にしたい、というのが課題です。
