• add a versioned CK-07R1 post-terminal roadmap completion authority bound to exact merged PR docs: bind CK-07R1 terminal correction authority #447/Bind CK-07R1 clean committed CI transition #450/Fix CK-07R1 planner-selected large publication path #448 lineage, seven-path implementation/evidence identities, immutable v1/v2 terminal evidence, and deterministic validation
• preserve failed_after_launch, consumed/non-refundable token, runtime_acceptance=not_claimed, absent planner-valid receipt/output, and zero further invocations
• atomically mark CK-07R1 dependency-complete and make only CK-08R4 Ready; CK-08RG and CK-09 remain blocked
• reconcile historical authority consumers through exact predecessor/successor bindings and exact dirty/clean 17-path authority delta
