as noted in #1593, gpgrt-config is ignoring flags that pkg-config uses to ensure sysroot is correctly set during a crosscompile.
The entire gpgrt-config appears to be a helper that can be provided by pkg-config, so remove the build gpgme.m4 helper, and have geanypg just use normal pkg-config for dependency checks.
