Make MUI barrel imports lint errors so new imports use individual modules. Add checks for the effective import and navigation rules to prevent configuration changes from silently disabling them.

Make local Jest coverage opt-in, remove duplicate package compilation and baseline typechecking from CI, and externalize design-system peer dependency subpaths to avoid bundling React's JSX runtime.
