• use a merge-commit or rebase strategy for PRs targeting the stable branch

Description

• Adds a label to the "Do not allow other matches for this vacancy" to clarify it is not a decline/cancel reason
• Goes to a single column for assigning decline and cancel reasons to a match to prevent needing table side-scrolling.
