feat: add business directory crud openapi

What this PR does / Why we need it:

Adds Business Directory OpenAPI support so external systems can manage applications and business model fields.

What is changed and how it works?

• Adds APIs to search, query, create, bulk-create, update, and delete applications.
• Adds an API to query application-related environments.
• Adds CRUD APIs for business model fields.

Does this PR introduce a user-facing change?
