add_fields creates account_tax.l10n_no_standard_code so the 19.0 chart_template loader's mapped() query doesn't crash with UndefinedColumn before the l10n_no install step. Mirror of the l10n_lt fix.

l10n_noaddsl10n_no_standard_code(char) on account.tax. Same chart_template-mapped() early-load path that crashes without a column-add. Annotates the unrelated invoice_reference_model selection-keys widening as 'Nothing to do' (Odoo's update_db handles).Marks docsource status 'Done' for CI inclusion in MODULES_NEW.
