Add `sts_html` (branded HTML rendering of ISO-STS XML) to the ISO output-format reference. The [added in ...] tag uses a `vNEXT` placeholder: sts_html ships with metanorma-iso#1610 (native ISO-STS transformer adoption), gated on the relaton-2.2 / pubid-2 release, so the exact version is not yet known.

20260802) into itsown draft PR so it is not merged with the batch: it ships with
metanorma-iso#1610 (native ISO-STS transformer adoption), which is gated on the
relaton-2.2 / pubid-2 prod release — likely some weeks out.
The
[added in …]tag uses avNEXTplaceholder; replace it with the actualmetanorma-iso release when #1610 lands, then mark this ready.
