Pull request overview
Renames the GitHub Actions workflow display name so the patch-application check surfaces higher in the PR checks list, making early patch failures easier to notice.
Changes:
- Add explanatory comment about sorting behavior in the PR checks list.
- Rename workflow from
"Test"to"0: Test"to sort ahead of AzDO stages.

For "Patch Build / Patches Build in Order (pull_request)", branch state was broken as of last release. Reopening to hopefully re-merge on top of today's release. "microsoft-go (linux-amd64 devscript [nosystemcrypto] linux-amd64 devscript [nosystemcrypto])" might be flakiness. |
