This is mainly for some (probably extremely rare) cart-updated consoles. Like 3ds at launch that never played online so never do online update and probably just played some game at release, and then also happen to skip pokemon x/y and only played pokemon sun/moon
and/or ultra sun/moon, which will result in having 11.0.0-0or 11.4.0-0which have sound v0 app. Well, this case is probably so rare that we'll never really encounter, so I won't bother putting it on website, just let those file exist in case someone need it.And... yeah, I don't know why Nintendo include sound app in cart updates probably around 3.x - 6.x or 7.x (and still, probably not all have) and not with in later versions...
