Adds exactly five Retune-local review agents under .codereview/agents: architecture seams, Rust implementation/tests, Tauri config/IPC, credential boundary, and frontend view state. Validation: local cr catalog check found five IDs from one available flag source; documentation checks and git diff --check passed. The bootstrap catalog is locally reviewed because trusted base-branch agents are unavailable until this PR merges. Closes #34
