• build-push was updated to upload ALL created artifacts to GItHub Actions Artifact storage with a 90 day expiration date
• New docker save script to save all the docker images as tar.gz files.
• New workflow (release.yml) that will pull artifacts from the artifact storage (dockerhub as a backup) and then promote those images and create a release page for them.

Fixes #3880
