It looks like jaxlib doesn't currently have a cuda v13 build on anaconda.org https://anaconda.org/channels/conda-forge/packages/jaxlib/files |

By reducing what is installed from pip, there is less compilation of packages during the install step.
This required to going back to cuda v12 to get it to solve on my machine. For analysis machines I think it needs to be cuda v13.
