New input files to HYPE version 5.36.0

Changes in HYPE version 5.36.0 that affect input and output files, and may affect HYPEtools:

• A new input file to HYPE was added for wetlands. WetlandData.txt gives specific characteristics for wetlands of type "owet". They are coupled to subbasins by subid or wetlandid (which is then also given in GeoData.txt).
• Another new input file is ExternalInflowKey.txt and its accompany of time series files in form of basinoutput similar files.
