Cat Ears do not show everywhere, they only show in select places.

This would be easier to triage with a concrete list of pages where Cat Ears do and do not appear. If the feature depends on a shared header/avatar component, the missing cases may be pages that still use an older template or a different user menu implementation. A couple of URLs plus screenshots from the same logged-in account would make the scope much clearer.
