Migrate the Bazel build of sonic-swss-common to Bazel 8.5.1. Please note that this build assumes that
sonic-swss-commonis inside a checkout of sonic-buildimage, insrc/sonic-swss-common.Please do not review yet.
note that there is no support for yang modules yet, so you have to set
--//bazel:yang_modules=Falsein order for the build to succeed
