Updates the captive Stellar Core pubnet configuration to reflect the current validator network.
Changes:
- Replaces SatoshiPay’s home domain and validators with three OBSRVR validators.
- Updates validator keys, addresses, and history archives to match upstream configuration.

This PR replaces SatoshiPay with Obsrvr in the bundled stellar-core config to match the current network. A similar change was merged in stellar/packages#223.
