Public theorem-equivalent verifier for RH-Lean C326 / #2259.

Verifies only the finite exponent arithmetic: under the audited inverse-coupling stable debts, the first p-series threshold is p>4, the second is p>5/2, p=4 is harmonic in the first channel, and p=5 yields exponents 3/2 and 7/2.

The guarded AXLE Lean 4.30 workflow rejects proof escape hatches, failed declarations, Lean/tool errors, and warnings. It does not verify an actual Yang-Mills stable rate, AF/IR equality, the discrete fifth-order beta coefficient, continuum OS, a mass gap, or the Clay theorem.
