Public theorem-equivalent verifier for RH-Lean C328 / #2265.

Verifies only the finite scalar algebra behind the repaired weak-RG architecture: a cubic center step with |R| <= rho g^3 lies between two cubic comparison steps, strict rho < beta leaves a positive decrement, and on the parabolic boundary K=A g^2 the mixed channel gK is exactly cubic order.

The guarded AXLE Lean 4.30 workflow rejects proof escape hatches, failed declarations, Lean/tool errors, and warnings. It does not verify the Faizal–Shabir Banach RG, the invariant cone, asymptotic freedom, AF/IR identity, continuum OS, a mass gap, or the Clay theorem.
