Public theorem-equivalent verifier for RH-Lean C331 / #2269.

Verifies only the finite real-algebra obstruction: a surviving first-order coefficient in the weak-entry activity dominates every fixed quadratic envelope at sufficiently small positive coupling, even allowing an adverse O(g^2) remainder.

The guarded AXLE Lean 4.30 workflow rejects proof escape hatches, failed declarations, Lean/tool errors, and warnings. It does not verify gauge invariance, the Faizal–Shabir Banach RG, the first-order irrelevant projection, AF/IR identity, continuum OS reconstruction, a mass gap, or the Clay theorem.
