This PR minimises the Swift->upstream LLVM diff on
next. All code changes are done by runninggit checkout llvmorg/main --on the files/hunks that contain NFC changes.Some of the reverted changes are actually useful (e.g., some typo and trailing whitespace fixes), so I'll make an LLVM PR for them and link it from this PR. The plan is to merge this PR and then merge the llvm.org upstream PRs that fix the same minor nits.
