Adds the SDK plumbing to create WorkerDeploymentVersions. The `internal.WorkerDeploymentHandle` interface was modified to add a new `CreateVersion` method that ends up calling the workflowservice's `CreateWorkerDeploymentVersion` RPC API. Signed-off-by: Jay Pipes <jaypipes@gmail.com>
