use staticfiles framework. udpate jQuery (1.4 -> 1.8) and jQueryUI (1.7 -> 1.8.23)

move OrderableModel methods out to a separate class so that users can set their own `order` field. (provides easier migration in the event of an existing database with a similar field.)
