Introduces documentation Generation to document the API

provides new command npm run docs:generate

The thing is published on github pages: https://utopia-os.org/utopia-ui/

Issues

• depends on feat(other): update-typescript #88
• requires Closes #891: Typescript 4.8.2 (Required by Angular 15) TributeOptions… zurb/tribute#898 (There seems to be a new Release in the works for tributejs, but this library seems pretty unmaintained)

Todo

• Check if docs build as workflow
• Publish docs as github page
• Remove typedoc branch from github pages protection rules
• Publish only on push to main
