Problem: snapshot backfill to CDC handoff lacked no-gap/no-duplicate coverage.
Solved: verifies resync snapshot rows plus WAL handoff rows match Postgres exactly.
Changes: adds TestSnapshotToCDCHandoff_NoGapNoDuplicate integration coverage.
