As the title indicates, use buildx to replace manifesttool. Simply execute make locally to successfully complete the multi-architecture build. I was able to successfully complete the build on my amd64 machine.
At the same time, in order to facilitate adding riscv64 support for sonobuoy, I have also included riscv64 in the build.
