ci: test Ledger transport against Speculos#128

Adds two jobs: - `ledger_app`: builds the Ledger Bitcoin app .elf and uploads it as an artifact - `speculos`: downloads that artifact, launches Speculos, and runs tests

The CI plumbing is loosely based on HWI, though I'm using the latest app version.
