Purpose

This PR introduces end‑to‑end device management capabilities to the Console, split across three cohesive areas:

  1. Device Management — view and manage devices enrolled by users.
  2. Device Assurance Policies — define multi‑platform, rule‑based assurance policies (a new governance connector under Login & Registration).
  3. Device Registration Flow — enroll devices, assign policies, and show enrolled devices as steps inside the registration flow builder.

It adds two new feature packages (@wso2is/admin.devices.v1, @wso2is/admin.device-policies.v1), extends the registration flow builder, and wires everything into routing, navigation, i18n, and the central endpoint/feature configuration.
