Streamline wallet-common local install linking

• Avoid duplicate install/build work when running yarn install:local or yarn install
• Add --skip-install support to set-wallet-common-source.js so install-all.sh can handle installs once and then only switch wallet-common source mode
• Use yarn install --frozen-lockfile consistently for package installs
• Remove the no-op wait from install-all.sh
