Move argo to argo-cd namespace and add cnpg operator to example cluster

We should add a config file for this to the deployments repo if we are using it for argo and cnpg test etc. This is just the example that was used to show the concept.

@facetoe should we update Makefile here to allow for that...or in the deployments repo? Or we just have some common path accepted by local-k8s by default to look for configs? I like the third option tbh

Yep, we should Makefile, and the various config files to the deployments repo. As this is all for Argo, we could add it under the argo-cd-deployments dir in deployments to differentiate from the helm stuff.
