fix: repair committed type errors and restore create-wizard components (#1824)

Fixes and regression coverage for upstream-committed deficits. Refs #1824.

• All 56 typecheck errors in the 9 files this branch touches are repaired; touched/restored files typecheck clean (remaining 1099 errors are pre-existing backlog in untouched files).
• Restore create-wizard files deleted upstream (CreateCommitmentStepReview, WizardStepper, ValidationSummary), fix commit-casing rename (Commitmentcreatedmodal -> CommitmentCreatedModal), add Fund Later flow and draft-resume wiring.
• Regression suites green (events 15/15, settle 20/20, early-exit, fund, listings, stats, marketplace-purchase, create: 122 tests / 7 files).
• Pre-existing failures in untouched files (tests/api/marketplace-listings*.test.ts, tests/api/early-exit.test.ts) remain as documented backlog.
