docs: bind CK-07R1 terminal correction authority

Summary

• bind the immutable CK-07R1 v1 prelaunch failure and v2 consumed terminal failure as historical evidence
• classify the corrected planner cohort only as permitted-not-accepted corrective implementation evidence
• require exact authority ancestry, immutable bytes, exact 14-path authority delta, and exact seven-path combined candidate/evidence delta
• preserve zero launch authorization, consumed non-refundable token, no retry/restart/replacement, no receipt/runtime acceptance, and downstream holds

Validation

• exact combined verifier and focused authority consumers: 152 passed
• complete kernel suite: 643 passed
