cmd doesn't work for me (no docker compose), powershell does
suggestion to remove cmd, for windows only suggest powershell

@pvgenuchten @tomkralidis - I'm on Windows and PowerShell and the previous use of the bat file worked fine for me:

.\win-geopython-workshop-ctl.bat update
.\win-geopython-workshop-ctl.bat start
.\win-geopython-workshop-ctl.bat url

I don't think bash isn't available on Windows PowerShell by default. It seems it is possible to set it up as part of wsl and sometimes after installing git it gets aliased.

I think we should probably list both options and restore the .bat file?

Thanx for checking Seth, sure let's restore the .bat approach
it didn't work for me, so i assumed it was not available anymore
I'll prepare the PR
