Stacked on #636 (Physical Security), which stacks on #635 and #633.
Maps Treasury Operations as custodial treasury, not the protocol multisig. Seed comes from classification, registration documents, enhanced high-risk controls, and large-transfer verification.
Adds custodial treasury, admin access, large-transfer ceremonies, misdirected transfer, and custody access abuse. Classification, registration, whitelist/delay, test send, and multi-channel confirmation are the assessment items.
