Default artillery shells to hitting buildings in a hex rather than the hex base in absence of any units to target #8926

What would you like to see?

I would like offboard, indirect-fire artillery to preferentially select buildings (like bridges) as their target in absence of any units on the hex.

Presently, Artillery preferentially targets the hex base and this is not clearly communciated to the player - found this out while trying to blow a critical bridge with artillery and and the rounds kept hitting the water.

Why is it worth doing?

"Hit the water, not the bridge" is something that probably no artillery fire mission request on critical infrastructure ever featured. It is worth doing because it better resembles military intent ("blow up a bridge" is extremely common for many tactical and strategic reasons) and also because it's kinda silly having to right click the hex, select the bridge, and then the fire mission. This is an issue specific to bridges over water/chasms because with regular buildings, hitting hex base doesn't really matter since that blows out the lowest level of the building and collapses the whole thing.
